"Adler University’s Master of Public Policy & Administration (MPPA): Social Change Leadership concentration prepares graduates to head government and community efforts that advance a more just society. Our program trains students to create positive social change through policy and administration.


The innovative MPPA program addresses the content areas for public policy and administration programs defined by the Canadian Association of Programs in Public Administration (CAPPA), along with unique training in domains not found in other programs, such as community psychology and social justice.


Our program prepares students with the skills, knowledge, and experience for a range of positions in Canada’s government and non-profit sectors—in social policy development, analysis, and reform, administration, and social service."

Admissions Requirements

Postgraduate academic requirements

  • Equivalent of a Canadian or U.S. bachelor's degree
  • Minimum GPA of 3.0 (Students with a cumulative GPA of 2.75 to 2.99 may be eligible for provisional admission)

English proficiency

  • IELTS: 7.0 (no band below 6.5)
  • TOEFL iBT: 92 (no band below 22)
  • PTE Academic: 66

English proficiency waivers

  • At least 1 year of higher education in English
  • Completed a degree in Canada or the U.S.
  • Students who have a degree fully taught in English

This scholarship is awarded to international students who demonstrate a commitment to social interest and dedication to improving their local community. It is for incoming students with excellence in academic achievement. The average amount of this scholarship ranges from CAD$1,000 to CAD$5,000.

Harry Jerome Black Excellence Scholarship

Adler University’s Harry Jerome Black Excellence Scholarship is open to incoming international students at Adler University’s Vancouver campus. The recipient of this CAD$5,000 scholarship will be selected based on a 500-word or less essay, or a 5-minute or less video describing the ways that “Black Excellence” manifests in your current or future work. Priority is given to Black students.

Hogan’s Alley Scholarship

This CAD$2,000 scholarship is open to incoming international students at Adler University’s Vancouver Campus; there are 3 awards available. Applicants will be selected based on a commitment to community building or activism or portrayed in their admissions application materials (Statement of Intent and Resume/CV). Priority is given to students who represent racial minorities in Canada, with an emphasis on Black students.

Rosemary Brown Human Rights Scholarship

This CAD$5,000 scholarship is awarded annually to a current student at Adler University’s Vancouver Campus. The recipient of this scholarship will be selected based on a demonstrated commitment to human rights issues as illustrated in a 500-word or less essay, or a 5-minute or less video. Priority will be given to Black students.
